answering Despatch No. 279 of the 21st. September, 1904,
wrote "it may accordingly be admitted that this additional
*£30 represents to some extent compensation for the fact
*that a house allowance is not granted".

The second ground urged by Mr.
Moore is that in order to obtain suitable quarters as a
married man he is forced to live beyond the rate which his
means warrant. On this I would remark that Dr. Moore, who
was engaged locally, was well aware both of the conditions
of life in the Colony and of the terms of his appointment
when he thought fit to marry on his present salary and
further that he is living in the most expensive hotel in'
the Colony and that I am not satisfied that he cannot ob-
-tain suitable quarters in a cheaper hotel or rent an
appropriate private residence.
With regard to Mr. Moore's third

reason, viz.:- that Dr. Koch who is also on a sterling
salary drew an allowance although he resided outside the
